the US-made Tomahawks, or the French MdCN. Therefore, the submarines would become the naval component of the Polish conventional deterrence system. The decision was controver- sial, as it narrowed down the group of potential bidders. At the same time, many experts argued that effective deterrence tar- geting the Russian Federation, with the use of several cruise missiles with conventional warheads would be dubious, as Rus- sia has a nuclear arsenal at its disposal. The plan also delayed the program even further, raising its cost as well. It was assumed that PLN 10 bn. would be the price tag that would be associat- ed with the procurement of the new vessels and the entailed infrastructure. This pricing was also influenced by the fact that Poland wanted to carry out a major portion of the shipbuilding effort at the Polish shipyards. This, meanwhile, would require major investments, just to make the process as such feasible. The period between 2015 and 2017 has seen negotiation on Poland's joining the joint German-Norwegian submarine acqui- sition program. Ultimately Poland resigned, while the two coun- tries above continue the program that is expected to result in a joint acquisition of six 212 CD-class (Common Design) subma- rines, four of which would be commissioned in the Norwegian NAVY
