horizontal, by simplification of the statutory procedures. A single mode for using the force pertaining to the uniformed services would be desirable. The officers and operators could create a counter-terrorist element, as per the statutory definition, that would ensure a fully mutual nature at the tactical and operational levels. Regulations as such should cover the simplified procedures, support requests, decision-making processes, and joint operations command, as well as the credentials and authorizations granted to soldiers and civil uniformed services officers. Furthermore, when it comes to the decisive procedures, one shall consider transferring the decision-making processes from the ministerial to the tactical level. Then, any request to use force would be made by the Chief Police Commander - and it would then be transferred, for instance, to the Polish SOF component commander, or between commanders of the individual elements. Similar procedures have been adopted already when it comes to the use of military MEDEVAC assets or ASAR elements.
