Considering the current legal framework - in Poland, and in numerous EU states - qualified medical aid may only enter the scene after the threat is contained or not present at all. Creating teams that could support the systemic rescue means, such as Rescue Task Force (rapid reaction medical teams), and launching work that would include teams as such in the Polish medical rescue system, can greatly improve the current status quo and would allow for the scope of know-how and responsibility of the medical responders to be normalized, concerning terrorist threats, or other extraordinary circumstances.
