Thus it is so important to leave confirma- tion or denial of the threat to professionals, employing individual measures of protection and technologies allowing them to safely identify the objects. Potential Motive Contrary to the common opinion, terrorists are not the only users of IEDs. Organized crime groups, common criminals, or psychopaths may also employ tools as such. A backpack left alone at a train station or in a shopping mall may be a forgotten piece of luggage or a bomb created by a mass murderer. Now, that we have briefly covered what an IED is, and who the po- tential perpetrator may be, the reader will understand why incidents as such are treated seriously, and why special personnel, measures, tactics, and technology are employed, once IEDs are detected. Case Study - Train Station Backpack Mr. X waiting for a train at a train station has noticed a backpack under a bench. The place was crowded, but there was no indication that anybody could be the owner of the backpack. Various trains were arriving at and departing from the station - and the backpack missing its owner was the only static element of the picture. X followed his intuition, telling him that the backpack left without any supervision could be a potential threat. X was not sure about that. No own- er of the backpack could have been spotted in the nearest vicinity though. No member of the Railway Police, Security, or Police was available nearby, to whom X could talk indicating the object. This is why he decided to use his phone and call 911/112. The operator on the phone received all information on the object, its location, and its appearance. As the operator receives the information, this launches a strictly defined procedure.[1] ANALYSIS
