As the procedure is launched, the operator at the Police sta- tion responsible for the location of the event sends a patrol to the location, tasked with confirming or denying the information provided by the caller. Then, the patrol contacts X, and X points out the backpack. The policemen identify X as the person who reported the abandoned piece of luggage - then sends a situ- ation report to the duty officer. The policemen's role is limited to confirmation or denial of the report made by the person contacting the Police. The duty officer then sends a trained po- liceman/policemen from the EOD reconnaissance group (Nieeta- towa Grupa Rozpoznania Minersko Pirotechnicznego - NGRMP which is the part-time EOD team), usually accompanied by a dog trained in the detection of explosives. NGRMP is a relevant element of the crisis response chain, with those crises tied to explosives and IEDs. „First responders" Przybyły na miejsce policjant NGRMP przy pomocy psa sprawdThe NGRMP officer checks the abandoned object, also involving the K-9. Its reaction indicates the presence of the explosives. Then, the findings are reported to the operations officer, along with a risk analysis based on the location and di- mensions of the object. Together with the duty officer, the po- licemen on site remove the third parties from the area, cutting it off and securing it. If this step requires a greater workforce, reinforcements are sent in by the duty officer. Auxiliary services are also sent to the venue, to secure it. Most often, the above refers to the fire brigade, but energy or gas grid services may also be involved. The duty officer then informs the superiors, about the unfolding events. The duty officer at the Voivodeship or Capital City Police Unit, together with the Commander, takes steps towards the use of special forces and assets, sending the active-duty EOD team into action (Grupa Minersko-Piro- techniczna, GMP). EOD Operation After arriving at the scene, the EOD Team CO verifies the evacuation zone, maintaining it in the same form, or extending it, depending on his assessment. Next, information on the suspicious object needs to be gathered. X is invaluable here, with most of the information on the object, its size, location, and the probable duration of its presence. Further informa- tion is also provided by the policemen already present on site. All data and information is collected, and this includes CCTV recordings for instance. At this stage, we do not know what type of IED is in the backpack. The policemen, apart from using HUMINT, also make attempts to gath- er more information on the object. As the object is viewed as a poten- tial threat, here a small remotely controlled reconnaissance robot is employed, fitted with a camera that transmits imagery, in real-time, to its operator. After the preliminary identification process is completed, a medium-sized robot is readied for deployment, equipped with a por- table X-ray system. The robot and the X-ray system are compatible.
