and identify future problems. Twelve meetings a year should not constitute an excessive organizational burden. The practice of announcing accreditation "the day before" should be abandoned. The fact that an event depends on the dynamically changing availability of decision- makers is of no real interest to journalists and is perceived either as an affront or as a sign of scandalously poor organizational standards within the ministry in question. Ministries still make insufficient use of the potential of opinion leaders/ influencers/editors with large social media reach. The vast majority of the above are people with a strongly pro-state mindset, who often wish to help the state selflessly. At present, the prevailing approach is to treat them as a threat to the institution's image rather than to understand that calling out individual pathologies does not mean hostility toward state bodies as such. We should draw extensively on the examples of allied countries such as the United States, France, the United Kingdom, Finland, Sweden, etc. Naturally, such actions must be implemented with great caution, because the cultural context is exceptionally important here. What works in Western Europe or in the United States may produce only a minimal effect — or even the opposite effect — in our country. The experiences of the Baltic states also deserve close attention. Various foundations, associations, think tanks, institutes, etc. that address issues related to the broad area of security, and especially those actively seeking access to politicians, should be observed with great caution and skepticism. First, many of them survive by expressing the interests of foreign arms manufacturers; second, many may be fronts for foreign intelligence services; third, think tanks/foundations that actively secure access to politicians (e.g., the opposition) may be tools of cognitive warfare directed at political elites and counter-elites.
