pulation‑protection authorities'; entities executing these tasks, hereinafter called 'population‑protec‑ tion entities'; and the forces and resources desi‑ gnated for the implementation of these tasks, he‑ reinafter called 'population‑protection resources.'" Such a system is to function in peacetime and crisis, and at the moment martial law is imposed and during war – to transform into a civil‑defense system. Under the draft, population‑protection authorities are to be state administration bodies: mayors, co‑ unty heads, voivodes (provincial governors), and the minister responsible for internal affairs, as well as marshals of voivodeships and ministers supervising population‑protection entities or bodies supervised by such entities. t is easy to see that this solution reflects the state's administrative division and – importantly – complements the existing crisis‑ma‑ nagement system. The crisis‑management system itself is not to be abolished. On the contrary, the Act preserves it, especially regarding infrastruc‑ ture protection. There is no point in duplicating existing regulations. Moreover, the same people and organisational units in local governments that already handle crisis management will take on popu‑ lation‑protection tasks. Population‑protection entities are to include, among others: the Government Security Centre, fire brigades, various services, inspections and guards, including municipal and communal guards, the State Sanitary Inspection, the Environmental Protection Inspection, and the Road Transport In‑ spection, building‑supervision authorities, and so‑ cial‑welfare organizations. In addition, a range of institutions such as the State Forests, the National Health Fund, medical entities (e.g. medical rescue services or hospitals), rescue organizations (e.g. WOPR, GOPR, TOPR), but also "scouting and guide organisations under the patronage of the President of the Republic of Poland," and even the Polish Flying Club, the Polish Hunting Association, or the Polish Angling Association. A municipal organizational unit or a commercial‑law company may also become a population‑protection entity. Furthermore, non‑ ‑governmental organizations or economic entities carrying out population‑protection or civil‑defense tasks may be designated – or agreements for co‑ operation concluded – with them. This means that, potentially, a pro‑defense association could beco‑ me such an entity. Moreover, an agreement may extend the scope of a given entity's activity.
