type, while other were to be mobile. Participation of protection sub-units as- signed to operate in particular regions or to take care of specific facilities could be even 80% in some provinces; in the eastern provinces of the country, typical protection units should constitute around 20-30% of the total composition of a brigade. As reported by MOD, one TD brigade is to be composed of 1.5 to 2.5 thousand soldiers. Battalions will have a different headcount, depending on their purpose. The largest mobile units, responsible for anti-sabotage activities, were to have over 700 soldiers according to preliminary assumptions. Protection battalions were to be smaller, with battalions formed for irregular opera- tions to be the least numerous (headcount of above 200). Experts say that an optimal solution would be to form a TD battalion in every district (over 300 battalions in total), but it is considered impossible due to vari- ous organizational and financial consider- ations. The main, most basic unit of WOT are to be companies – district-level units of var- ious types. The planned framework of TD formation assumes establishment of 314 companies according to the principle of "a company in every district". Apart from infantry companies, or companies for pro- tection and defense of facilities, there will also be command, support and logistics companies. Currently there are no plans to establish heavy sub-units within WOT, i.e. reserve units with e.g. armored vehicles at their disposal. The preliminary concept of formation of TD brigades and battalions to directly support operational forces has not been approved yet. According to MOD's data based on an evaluation of the situation of garrisons of the Polish Armed Forces and on account of the operational needs related to the first stage (year 2016), the first three brigades will be established in the east of Poland (the so-called Eastern Wall). The process of formation of these units, i.e. the 1st TD Brigade, the 2nd TD Brigade, and the 3rd TD Brigade, is to finish this year. This will be coupled with the start of formation of another three brigades and the end of creating the sub-units of the total of six territorial defense brigades in the area of Rzeszów, Białystok, Lublin, Olsztyn, and in the province of Masovia (two brigades with their commands in Ciechanów and Radom).
