HR crisis is another worrying issue,
with a high number of vacancies and
problems regarding the quality of
training. The vacancies mean that the
main tasks need to be completed by
a smaller force. This may mean that
priorities may be shifted to the ongoing
efforts, or to tasks that produce
good statistical results. In the area of
training, the problems emerge in two
dimensions. First is tied to the efficiency
of training, and the level of skills and
knowledge among the officers. The
second thing – awareness of threats
may also be the problem.
The definition of hybrid threats in
the existing training programs and
documentation is problematic, to say
the least. If no definition exists, the
problem is omitted. And then it may
occur when it is least expected.
