In February 2015, the tender was finally canceled. At the same time, the MoD decided that the new offer would be chosen through negotiations with one entity - the PGZ SA (Polska Grupa Zbrojeniowa), which authorized the company ZM Bumar- Łabędy to prepare a new offer based on the capabilities of Polish companies concentrated in the national defense industry group and selected foreign partners. In May 2015, the Armaments Inspectorate officially re- initiated the procedure for acquisition of modernized tanks. At that time, negotiations with ZM Bumar-Łabędy and PGZ were started. As a part of the conducted negotiations, the industrial party was obligated to introduce a foreign partner that MoD had to accept. Due to that situation, both Polish companies conducted negotiations with three potential partners: German Rheinmetall and Krauss-Maffei Wegmann, and Aselsan from Turkey. During the proceedings, it was planned to create a Servicing and Logistics Center in Poland together with a warehouse of spare parts. That center would organize entities that belonged to PGZ. The main goal of the activity of the Center would be conducting repairs and servicing of all Leopard 2 tanks used in Poland. The new bid was placed in November 2015. It included a review of propositions submitted by three foreign partners for domestic manufacturers. Finally, it was stated that the Rheinmetall will be the strategic contractor of the Polish industry and that choice was accepted by the MoD. After the selection on 28 December 2015, the Armaments Inspectorate of the MoD signed with the consortium, which included i.a. ZM Bumar-Łabędy SA and PGZ SA, a contract for modernization Leopard 2A4 tanks to the Leopard 2PL standard.
